All Public and Corporate In-House Training Programs conducted by Quantum Leap Technology Plt (http://www.quantumleap-training.com) are eligible for HRDF claims under the Skim Bantuan Latihan (SBL) Scheme, subject to prior application to HRDF by the employers/companies. TRAINING ASSISTANCE SCHEME (SBL SCHEME)

Skim Bantuan Latihan (SBL), is the main scheme under Human Resource Development Fund (HRDF). Under this scheme, employers are free to identify their own training needs and to implement their training programmes to retrain and upgrade their employees’ skills in line with their operational and business requirements. SBL is offered based on these fundamental guidelines such as:-

  • HRDF provide specialized training grant as an incentive for employers to retrain and upgrade workers’ skills, in line with the needs of their operational and business requirements
  • Under SBL Scheme, employers are to identify their workers’ training needs and obliged to pay fully the training program upfront and reimburse from HRDF later; and
  • For programmes under the SBL Scheme, prior approvals must be obtained from HRDF. Reimbursement of allowable training costs is based on the rate of financial assistance as determined by HRDF from time to time. Payment is based on EMPLOYER CLAIM.
  • Training can be conducted either on-the-job, off-the-job or a combination of both to suit the requirements of enterprises. Training programmes can be carried out by their own trainers or external local / oversea trainers.
  • To qualify for training grants, training programmes must be structured and have a specific training objectives, training activities or lesson plans, guided instructions by qualified instructors/trainers and assessment to determine attainment of training objectives.

 

Eligibility For Training Grant Employers registered and/or incorporated in Malaysia who have registered with PSMB and pay the HRD levy immediately upon registration are eligible to apply for training grants (financial assistance) to defray all or a major portion of the “allowable costs” of training their employees. Training must be in the area of direct benefit to their business operations. Financial assistance is, therefore, not given to individuals who enroll and finance their own training programmes, whether partially or fully, and subsequently requested for reimbursement from their employers. Neither is financial assistance given to employers who bear the cost of training after the successful completion of training by their employees.

Rate of Financial Assistance The HRDF is not a subsidy scheme for the retraining and skills upgrading of workers by employers. As the HRDF will provide financial assistance to defray all or a major portion of the “allowable costs”, all retraining and skills upgrading programmes undertaken by employers should be seen as cost-sharing efforts.

What are the allowable claims?

1. Public training provided by Training providers

a) Course fees maximum RM1300 per trainee per day*. (Receipt is required for claim purposes).

b) Daily allowance

RM150 ( if <=70km), RM400 ( if >70km) per trainee per day. (Employer can request for 1 extra day)

c) Airfare (full claim with supporting documents),

2. Training provided by external trainer at own premise (In house training)

a) Course fees*

max RM5,000 / day (soft skills)

max RM6,000 / day (technical & high-end computer programmes)

b) Daily allowance for trainee(s) from branches or external trainer(s)

RM150 ( if <=70km), RM400 ( if >70km) per trainee per day. (Employer can request for 1 extra day)

c) Meal Allowance for trainee(s) or external trainer(s)

Max RM50/ pax per day (training session must be at least 7 hours per day)

d) Air ticket (full airfare claim for trainee(s) from branches and external trainer(s))

e) Consumable Training Materials

(if total amount is <=RM100, itemization of materials are not required, no supporting document required)

NOTE: external trainer(s) can only apply for Meal Allowance or Daily Allowance

3. Training provided by external trainer at external training premise (In house training)

a) Course fees*

max RM5,000 / day (soft skills)

max RM6,000 / day (technical & high-end computer programmes)

b) Daily allowance for trainee(s) from branches or external trainer(s)

RM150 ( if <=70km), RM400 ( if >70km) per trainee per day. (Employer can request for 1 extra day)

c) Air ticket (full airfare claim for trainee(s) from branches and external trainer(s))

d) Consumable Training Materials

(if total amount is <=RM100, itemization of materials are not required, no supporting document required)

e) Rental of Training Place (including meals for trainees & trainer(s)) – subject to the rate of daily allowance, no supporting document required

f) Transportation – as per quotation (receipt is required)

NOTE: external trainer(s) can only apply for Rental of Training Place or Daily Allowance

4. Training provided by external trainer at Hotel (In house training)

a) Course fees*

max RM5,000 / day (soft skills)

max RM6,000 / day (technical & high-end computer programmes)

b) Daily allowance for trainee(s) from branches or external trainer(s)

RM150 ( if <=70km), RM400 ( if >70km) per trainee per day. (Employer can request for 1 extra day)

c) Hotel Rental Package (including meals) for trainees and external trainer(s) – subject to the rate of daily allowance

d) Air ticket (full airfare claim for trainee(s) from branches and external trainer(s))

e) Consumable Training Materials

(if total amount is <=RM100, itemization of materials are not required, no supporting document required)

f)  Transportation – as per quotation (receipt is required)

NOTE: external trainer(s) can only apply for Meal Allowance or Daily Allowance

Application Procedures

  • Login to HDRF portal and launch eTRIS
  • Click on ‘Application’
  • Select from menu ‘Grant’ > ‘Apply Grant’
  • Select SBL from menu ‘Scheme Code’>’Apply’
  • Then fill up the form accordingly.

How to claim HRDF SBL Training Grant

Upon completion of all the examination/ test or at least 75% of the training, employer can apply for HRDF SBL Training Grant claim online through eTRIS portal in HRDF website. The training grant claim will be reimbursed upon submission of required form(s) by the employer. To avoid any delays in processing claims, employers should ensure that the form is filled up completely and correctly. Relevant receipts must be attached and all copy of receipts or supporting document(s) must be certified by the employer.

  • Login to HDRF portal and launch eTRIS
  • Click on ‘Application’ icon
  • Select from menu, click on ‘Claim’
  • Choose either you want to ‘Submit Claims with Grants’ or ‘Submit Other Claims’
  • Please fill the online form together with the supporting document, then click on ‘Submit’ button.

 

The claim form must be signed by employer’s authorized officer or any officer holding the post as specified in the claim form. Claims must be submitted upon completion of training and all costs have been paid. The claim form must be submitted no later than 30 June of the following year.

Payment will not be made if the trainees did not attend the full training program. A trainee is deemed to have completed the training program, with at least 75% of completion and takes all the examinations / tests, if required.

Cheque or credit statement (E-disbursement) will be posted to employers.
